This book is revised based on the defense paper "Research on the Changes of the Function of the People's Political Consultative Conference System in the Perspective of Modern National Construction" at the Fudan University Political Science Postdoctoral Station. After the defense, the article was kept on the shelf by me, and my idea at the time was to settle it down first. After a period of time, I feel that some of my original ideas and viewpoints are still of great research value and there is a need for further in-depth exploration. Therefore, for the sake of cherishing myself, I have decided to revise the paper into a book as soon as possible.
Previous research on the system of the People's Political Consultative Conference mainly focused on two aspects: one focused on the study of the Political Consultative Conference before 1954, and the other focused on the elaboration of the specific work and functions of the People's Political Consultative Conference after the reform and opening up. The former is mainly from a historical perspective, while the latter is mainly from a united front perspective. Later on, there was an updated research tendency to apply the theory of consultative democracy to the study of the People's Political Consultative Conference. Based on my personal research and understanding of consultative democracy, there is a certain misreading and misleading in using the theory of consultative democracy to guide the development of the People's Political Consultative Conference, which is not conducive to the healthy growth and long-term development of the People's Political Consultative Conference system. However, to date, there is a lack of specialized works that consider the People's Political Consultative Conference system as a unique institutional arrangement and design in Chinese politics, and conduct comprehensive and systematic research from a political science perspective. Undoubtedly, in the reality of Chinese politics, the system of the People's Political Consultative Conference has become increasingly important and plays an irreplaceable role. However, from the perspective of academic research, how can we understand this increasingly important and irreplaceable role? What should be the precise positioning of the People's Political Consultative Conference system in the development strategy of modern countries? These questions are not only the fundamental considerations for selecting the topic of this book, but also constitute the original driving force for the research. As thinking and revision deepen, some lingering questions gradually have clearer answers. For me, this is more of a process of learning and improvement.
